Baked goods such as brownies, cookies and cakes prepared in a private home for sale or service at a religious or charitable organizations bake sale is permitted if there is a clearly visible placard at the sale or service location that states the food is prepared in a kitchen that is not subject to regulation and inspection by the health department.
