
Our eighth chief of police, Michael Loughman, was appointed on November 1, 2002. Chief Loughman began his career as a police cadet in June 1973, and was appointed as a patrol officer in January 1975. He was promoted to Sergeant in June1985. In March of 1991 he promoted to the rank of lieutenant before being promoted to the rank of captain in May of 1995. During Chief Loughman’s time in office he upgraded the Communications Desk for the 911 Enhanced system in 2004. A controversial yet very successful deer culling program was developed in the community that now is a model program throughout Morris County. Our agency was awarded a federal grant to begin School Resource Officer (SRO) program at the Frelinghuysen Middle School. The State of New Jersey introduced the new Alcotest system and our agency was selected to be a part of the pilot program for this project. We purchased a Live Scan fingerprint system that allows us to eliminate the need for ‘ink’ and an immediate means to identify individuals by their electronic fingerprints.
